
The Low Income Energy Assistance Program (LEAP) is a seasonal program available yearly from November 1 through April 30 that helps low-income families and individuals with
their heating costs.
LEAP provides a financial credit directly to the heat supplier, unless the heat source is wood, coal, propane or shared meter.
In these cases, the credit is placed on a Quest Card for paying heating costs.
LEAP is not intended to pay the entire cost of home heating.
Eligibility
To receive LEAP assistance, you must meet the following requirements:
- Be a U.S. citizen or permanent legal resident
- Be a Resident of Colorado
- Pay heating costs directly to an energy or fuel-source provider, or have heating costs included in your rent
- Meet the following gross monthly household income guidelines
Income Limits
Your gross monthly household income must fall within the guidelines set annually. "Household" means the people who reside with you within
your dwelling at which you reside and apply for assistance and for whom you as applicant have financial responsibility. "Gross income" means a household’s total, non-excluded income, before any deductions have been made. The maximum gross income is based on 150%* of the federal poverty level as follows:

How Do I Apply For Benefits?
The LEAP Season is open between November 1 and April 30 each year. Applications cannot be accepted outside that timeframe.
There are several options availableto obtain a LEAP application:
- Download and print the online application during the program period, or
- Secure an application at one of our County office locations, or
- Call the Colorado Department of Human Services Customer Service hotline at 1-866-HEAT-HELP (866-432-8435) and ask that a LEAP application be mailed to you.
Complete the application, and fax, mail or deliver it in-person to one of our County office locations.
Allow 50 days for processing an application. After your application is processed, an approval or denial notice will be mailed
to you. Please call 1-866-HEAT-HELP (1-866-432-8435) to inquire about the status of your application.
If you receive a shut-off notice after submitting your application, contact Xcel Energy to make payment arrangements and then immediately contact Arapahoe County at 303-636-1170.

Crisis Intervention Program (CIP):
This program operates year-round, providing assistance with your home’s primary heating source, such repairs as your furnace. Furnace
repairs or replacement, window replacement or other services may be available to you. You must be eligible for LEAP to qualify
