
Under the command of Captain Al Holstein, the Professional Standards Bureau is responsible for the following functions: internal
investigations of employee misconduct; training; concealed handgun permits and maintenance of the Sheriff's Office law enforcement
accreditation.
In 2011, the Office of Professional Standards completed 64 official Internal Affairs Investigations in addition to a variety
of other concerns and inquiries. This section also reviewed 259 Use of Force reports, 63 Vehicle Incidents reports and conducted
background investigations regarding the issuance of 1574 Concealed Handgun Permits.
Inspector Travis Stewart is responsible for overseeing Internal Affairs. Deputy Inspectors Larry Ross, Daron Nedio and Frank
Agos handle all Internal Affairs complaints. Sergeant Todd Fechner is responsible for the Training Section, which includes
the Community Resource Unit. Sgt. Frank Agos coordinates all concealed weapons application. Jon Takayama is the Human Resources
Manager. Accreditation Manager Kelly O. Terry manages accreditation and staff inspections.
