Under the command of Captain Al Holstein, the Professional Standards Bureau is responsible for the following functions: internal
investigations of employee misconduct; training; concealed weapons permits, human resources and maintenance of the Sheriff's
Office law enforcement accreditation.
In 2010, the Office of Professional Standards completed 71 official Internal Affairs Investigations in addition to a variety
of other concerns and inquiries. This section also reviewed 205 Use of Force reports, 78 Vehicle Incidents reports, and conducted
background investigations regarding the issuance of 1415 Concealed Handgun Permits.
Inspector David Wellman is responsible for overseeing Internal Affairs. Deputy Inspectors Liz Westberg, Laurie Halaba and
Frank Agos handle all Internal Affairs complaints. Sergeant Todd Fechner is responsible for the Training Section, which includes
the Community Resource Unit. Sgt. Frank Agos coordinates all concealed weapons applications. Jon Takayama is the Human Resources
Manager. Deputy Inspector Ken Mcklem manages accreditation and staff inspections.
