What has Arapahoe County done to address oil and gas operations within the County?
Under State rules, Arapahoe County has the authority to address land-use impacts within its jurisdiction. The Colorado Oil and Gas Conservation Commission has regulatory authority over oil and gas drilling and production, including setbacks from residential properties. The County continues to work on local land-use concerns with the COGCC and with oil and gas operators, which include traffic, emergency response planning, use and maintenance of public roads, access road construction standards, access permits for oversized/overweight vehicles, soil erosion, weed control and floodplain encroachment, to protect the community and environment through the following avenues:
  • Worked with the Colorado Oil and Gas Conservation Commission (COGCC), an agency managed by the State of Colorado, as well as oil and gas companies to develop a Memorandum of Understanding (MOU) that allows for increased oversight of local land-use issues such as: traffic, emergency response planning, additional water testing, use of pits, and inspection of permitted oil and gas operations.
  • Continue to work on county-specific land use issues such as; transportation plans, roadway infrastructure, grading / erosion / sediment control, building and access permits, notification requirements, etc.
  • Use the COGCC’s Local Government Designee process and the County’s Use by Special Review process to address county-specific concerns for each permit application filed with the COGCC.
